TTL COURSE RULES

Except where listed below, all other USGA rules will apply. As always if there is a disagreement as to how to proceed, play a second ball and bring it to the Committee's attention at the end of the round and they will make the decision. We just don't want to set a precedent that allows it to happen again.

In the spirit of moving our game along more quickly, our league has adopted a very generous allowance that you may move your ball up to one club-length, and improve your lie anywhere on the course except on the green. This comes with the following caveats:

  • The ball may be moved on the green up to one foot, no closer to the hole. Any movement beyond one foot MUST be approved by the opponent.
  • The ball may be moved up to one club-length, anywhere else on the course, and no closer to the hole.
  • The lie may be adjusted and improved as desired to suit the player (i.e. rake and place in traps etc), and
  • The ball must remain in the “course condition” as it originally came to rest.
    For a ball hit into a water hazard, if the ball is within one club length of the water's edge, the player can move the ball to the waters edge keeping it in the water. In this situation - THE BALL MUST STAY IN THE WATER. Moving the ball out of the water onto the sand/mud bank will incur a one stroke penalty.

Examples of course condition include: On the fairway, in the rough, in the sand, in an area of tree roots, in the rough, in the water, in the sand surrounding the water, etc... AFTER moving the ball as allowed under the modified TTL rules, should the player (at their sole discretion) deem the ball “unplayble,” then the player shall have the option of taking relief under the USGA’s “unplayable ball Rule,” or under the “Penalty area Rule,” in the Rules of Golf as follows:

ADDITIONAL TTL COURSE RULES

Unplayable Ball Rule: the player may: Go back as far as you’d like and drop on the line from the hole through the spot where the ball lies and take a one stroke penalty (back-on-the-line relief.) or drop anywhere within two club-lengths of where your ball lies, no closer to the hole and take a one stroke penalty (lateral relief.)

Penalty area Rule: You may either play the ball as it lies (after you have made your adjustments per our generous TTL rule) or take penalty relief as follows: (1) You may take stroke and distance relief by playing another ball from a relief area based on where the previous stroke was made. (2) You may choose a point two club-lengths (no closer to the hole) from where the ball entered the hazard (Reference Point relief - see photo at right) and play with one stroke penalty, or you may (3) Go back as far as you’d like and drop on the line from the hole through the reference point and take a one stroke penalty (back-on-the-line relief).

Relief

Alternative to Stroke and Distance - Relief for a ball that is lost outside a penalty area or out of bounds allows for the player to drop their ball on a lateral line from the point the player believes the ball went out of bounds to the fairway, no closer to the hole and take a one-stroke penalty. All OB will be played as a lateral hazard – no stroke and distance. See Common Situations- Out of Bounds (OB) for how to proceed.

Alternative to Stroke and Distance

Lost Ball – It has been decided to not penalize a lost ball on the course provided there is no possibility of the ball going out of bounds or into a water hazard. This will need to be agreed to by both teams at that time. Drop as close as possible to where you believe it to be lost and proceed without penalty. Please limit your search to 3 minutes.

10 maximum stroke rule – Every player must play out the hole until they reach 10 strokes. If a player has not holed their ball after 10 strokes, they must pick up their ball and record and “X” on the scorecard. If a player picks up their ball prior to making 10 stokes, they must record and “X” on the scorecard. That player will not win their hole. If both opponents (A vs A or B vs B) reach 10 strokes before they reach the green, they both should pick up their ball and score the hole as X. The hole will be halved for the individual match. This affects Team Match point.

Team Match points are now based on Team Total Net Score - meaning that one point will be awarded to the team whose combined total net scores are lower than the opponent team. Ties will receive half of the indicated points. Full handicaps are used.

Rake and Place in sand traps – You will be allowed to pick up your ball, rake and replace it back in the trap. You are also allowed to remove loose impediments (ie rocks, leaves, sticks, etc).

New Drop rule – When it is necessary to take a drop to put a ball in play, you will be allowed to place the ball.

Scorecards –Each team must turn in a signed scorecard every week. All players are required to verify and sign the card when finished with the match. Any score discrepancies MUST be brought to a committee member and resolved BEFORE the scorecard is signed or that match point will be forfeited. Afterward place BOTH SCORECARDS in the box on the bar in the WCC Grill Room.

To avoid any confrontation on the course, these actions MUST be taken:

  • Announce your score after holing out or picking up your ball on every hole.
  • Disputes MUST be settled prior to teeing off on the next hole.
  • Unsettled disputes MUST be brought before the committee that day and resolved prior to signing the scorecard.

Failure to adhere to the above guidelines will result in a penalty to be decided by the committee.

Tardiness – Players that are late will have until their opponent plays their second shot on their first hole to be able to tee off and not lose their first hole.

Substitute Players - Our league now has several player eligible and handicapped as subs. If you need a sub please contact TGF and he will inform the sub list of your need. If it is not filled by one of the eligible subs, the match spot will be filled by the BLIND player by the software. Any sub who has been assigned to play with a team cannot switch teams without TTL League Committee approval.

Repairing Damage on the Putting Green - Repair of almost any damage is allowed on the putting green (including spike marks and animal damage).

Limit of 14 Clubs - A player must not: start a round with more than 14 clubs, or have more than 14 clubs during the round. USGA Match Play Rules will apply.

Ball Played From Green Hits Unattended Flag stick in Hole - No penalty if your ball played from the putting green (or anywhere else) hits the unattended flag stick in the hole.

No Penalty for Moving Ball on the Putting Green or During Search - No penalty for accidentally moving your ball or ball-marker on the putting green or during search.

No penalty for a double hit. No penalty if your ball in motion is accidentally deflected by you, or your equipment.

Touching Loose Impediments or Ground in a Penalty Area or in a sand bunker - No penalty for moving loose impediments, touching the ground, or grounding your club in a penalty area or in a sand bunker.

Flag stick can be left in for any shot through the green. Flag sticks can remain in the hole in accordance to USGA rules.

NEW PLAYER/TEAM RULES

The established team/individual owner will have first dibs on their spot in the league, prior to asking new teams/individuals to fill any openings.

Returning Teams will have until one week prior to the start of practice/handicap rounds to commit to the league or their team will be awarded to the first team on the waiting list.

An Established team that needs a player will have until two weeks prior to the start of the league to fill that spot on their own and establish the new player's handicap. If a team owner cannot fill their spot by the first week of the season their options are these:

  1. Take an eligible player from the sub list for their team until the new player establishes a TTL handicap.
  2. Forfeit that players match until the spot is filled.

Owners of Teams that split up will have their choice to:

  1. Ask an established available substitute player from our league to take the open spot
  2. Bring a new player into the league (establishing a handicap prior to this year's start date)
  3. Join another team that has an opening forfeiting their team ownership

NEW PLAYER/TEAM HANDICAP ESTABLISHMENT

New teams will have until one week prior to the start of the league to establish their handicaps. If a new team has not established their handicap by one week prior – they will not have a spot in the league and the next team on the list will be invited to join and will have until the day before the league starts to establish their handicaps.

All new full time players or substitutes must establish their handicap by providing three 9-hole scores shot at Westchester CC to the commissioner prior to the first week of the season (and/or before they can play their first match if they join afterwards).
Here are the details for what is needed and how to provide your scores:

  • Within one week of March 10, make a tee time at WCC (561) 734-6300 - tell them you are with the PINTUR GROUP for our Tuesday rate.
  • Read the above local rules carefully. Play as per the these rules and from the tee box that fits your age.
  • On the scorecard, put your FULL NAME, AGE, DATE, what TEES YOU PLAYED and clearly record only your SCORE (max 10 strokes).
  • Take a picture of your scorecard and email it to me - indahol1@comcast.net or text to 561-603-6465.
  • A minimum of 3 nine hole rounds are required to establish a handicap. 5 nine hole rounds provide the ability to take out the high and low scores. Two 18 hole rounds = 4 nine hole rounds.
  • It is NOT necessary to have a round from each nine hole course.

SUBSTITUTES

The way substitutes get to play in the league goes like this:

  1. A Call for Substitutes is put out via email only when needed and for however many.
  2. First text message response to TGF is in. Openings are filled on a first response first in basis.
  3. You must receive my response as "You’re In” to have a spot. Or if the spots are filled, you will get a “Sorry, all spots are filled” text message.
  4. If there are any more cancellations, another call will go out via email and we will follow the same procedure.

Common Situations

Out of Bounds (OB)

All streets and backyards are OB. These images show what's OB where on the three courses OB and Water Hazards are. Any ball that comes to rest in an area that is not the same as the golf course grass is deemed to be OB. Any ball that crosses a water hazard is deemed to by out of bounds - no matter where it lands. Play the next shot two club lengths from where it crossed the hazard or went OB - 1 stroke penalty.

If there are any disagreements, take a wide angle pic of where the ball came to rest and let the committee decide after the round. DO NOT PLAY FROM SOMEBODY'S YARD!

Ball in Roots of Trees

A ball that is in or near the roots of any trees on the course can be moved (more than one club length if necessary) to give complete relief form the roots without penalty. The ball must be touching the ground - not suspended in the tree. If a ball is suspended or wedged above the ground in the tree, it should be removed and complete relief of the roots can be taken with the exception in that situation the player will be assessed a one stroke penalty.

If there are any disagreements, take a wide angle pic of where the ball came to rest and let the committee decide after the round.

Ball in Rocks Around Trees

If your ball lands in rocks like the picture on the right, remove the ball from the rocks, take two club lengths to the grass, no closer to the hole, without penalty.

Where the grass ends is considered where the water hazard starts.

If the ball is found inside the water hazard there are two options:

  1. Play it as it lies. You are allowed improve your lie within the hazard line. THE BALL MUST STAY IN THE SAME CONDITION THAT THE ORIGINAL SHOT CAME TO REST.
  2. Remove it and drop 2 club lengths away no closer to the hole - 1 stroke penalty.

If the ball is not found, it is considered lost in the hazard and to be dropped 2 club lengths away from where it entered or crossed the hazard - 1 stroke penalty. If there are any questions - take a pic and show a committee member.

If you try to cut the corner of a water hazard, you must clear the hazard area completely. These are the potential situations that may occur:

Situation 1 - The ball crosses and hits beyond the hazard - but the ball kicks back into the hazard and is found. You have two options:
1. You can play it as it lies - move the ball 1 club length no closer to the hole keeping it in the same condition it was found. No penalty.
2. You may drop the ball within 2 club lengths of where it crossed the hazard - 1 stroke penalty.
If the ball is not found, you may drop the ball within 2 club lengths of where it crossed the hazard - 1 stroke penalty.

Situation 2 - The ball lands in the hazard and is not found. You have two options:
1. You can drop the ball where the ball first crossed the hazard keeping that point between where you drop and the hole. 1 stroke penalty.
2. Drop within two club lengths of where the ball first crossed the hazard - no closer to the hole. 1 stroke penalty.

Situation 3 -RED LINE indicates Out of Bounds. Any ball hit in to the left of this line is played where it crosses the hazard as indicated by the X on the GREEN LINE.
The YELLOW LINE indicates where the two club lengths would be taken from - no closer to the hole - if the ball landed in the water along that path.

Situation 4 -RED LINE indicates Out of Bounds Any ball hit into the houses, anywhere on the course where this situation presents itself, is played within two club lengths, no closer to the hole, where it crosses the hazard as indicated by the X on the GREEN LINE.

Situation 5 - BLUE COURSE DROP AREA - HOLE #7
Any tee shot ball hit form any tee box MUST clear the RED HAZARD LINE or the next shot will be played from the DROP AREA with a 1 Stroke Penalty.

TTL PLAYOFF PROCEDURES

We finish our season off with a position round*, the final four playoff matches (1 vs 4 & 2 vs 3) and the championship match.

*If there are any ties coming out of the position round amongst the top four teams - the tie will be broken in the following manner(s):

1. Winner of Head to Head Match during the regular season
2. Team with the most wins during the regular season
3. Individual players combined points - most points wins

No substitutes will be allowed in the final four playoff matches (1 vs 4 & 2 vs 3) and the championship matches. If a team is unable to compete in the final four without their partner for whatever reason, that team is eliminated and the team with the next best record is in. This may require a playoff to determine what team that may be. The Final Four and Championship matches can be rescheduled to accommodate both teams and must be played prior to the league banquet. The Final Four would proceed after the position round - dates TBD at the discretion of the committee and teams involved. No permanent player changes allowed within the last two weeks of the regular season prior to position round.
